Last August, the Kremlin throttled Telegram and Meta-owned WhatsApp, driving mass migration to Russian messaging application Max. VK developed the platform mere months before Western chat restrictions materialized—justified as "failing to share information with law enforcement in fraud and terrorism cases," according to media.
Max has reportedly accumulated over 70 million users since deployment.
Security analysts emphasize Russia's digital overhaul transcends simple platform substitution—it represents escalating state surveillance infrastructure, with user data captured and warehoused on Russian servers including RuStore and domestic data facilities.
In 2019, Russia accelerated internet control by deploying deep packet inspection (DPI) capabilities under the Sovereign Internet Law, utilizing "technical measures for threat protection" systems (TSPU).
